Mesoud Mohammed Ahmed

Mesoud Mohammed Ahmed is the Head of the Statistics and Information Team at Ethiopia’s Ministry of Health, with more than 18 years of experience in health information systems, data analytics, and evidence-based policy reform. He holds a Master’s degree in Biostatistics and Health Informatics from Mekele University and a Bachelor’s degree in Statistics from Addis Ababa University. Mesoud has been a key architect in Ethiopia’s health policy design and sector strategic planning, contributing to the Health Sector Transformation Plan, the Information Revolution agenda, and the woreda-based planning framework. He has also led national monitoring and evaluation systems, ensuring accountability and performance tracking across all levels of the health system. His technical expertise spans data modelling, predictive analytics, and health data governance, with a proven track record in integrating HMIS, DHIS2, eCHIS, EMR, and supply chain systems into national platforms. He has produced high-value analytical products such as health profiles, inequality analyses, and decision-support dashboards. Mesoud also spearheaded the Capacity Building and Mentorship Program (CBMP), embedding a culture of data use across regions, and played a critical role in leading the Digitization Section of Ethiopia’s Emergency Operations Center (EOC) during the COVID-19 pandemic where he oversaw DHIS2 tracker customization, national data integration, and digital response coordination. He has collaborated with international partners, universities, and digital health innovators, contributing to global knowledge through publications in Population Health Metrics and the Global Burden of Disease Study. Passionate about institutional sustainability, Mesoud continues to mentor national and sub-national teams, embedding analytics and data-driven decision-making into Ethiopia’s health system.
